Ron Fagan
MANAGER
Ron has more than 24 years of experience in the electronic toll collection industry. He provides expertise to toll operators in both the public and private sectors, advising clients on system testing, toll policy and business rules development, violation enforcement, risk management, strategic planning, budget development, and transitions to cashless toll collection. Prior to beginning Fagan Consulting, Ron served as Director of Operations for the newly formed Central Texas Regional Mobility Authority. Beginning in 2005, Ron successfully took the program from concept to production, overseeing all aspects of toll operations. Before joining the Mobility Authority, Ron served as Deputy Director of Operations for the Central Florida Expressway, where he oversaw an electronic toll collection system that included 90 miles of limited access expressways and 209 toll lanes, with annual revenues exceeding $165 million.

Atlanta, GA. Worked with new toll management personnel to improve processes and overall management of the GA 400 toll facility which includes review of SOPs, money handling, system performance and facility improvements.
Maryland Transportation Authority
Baltimore, MD. Reviewed draft RFP documents and provided feedback on current and proposed operations. These included roadside toll collection systems and back office systems and operations. Also tasked with conducting research and drafting numerous technical memos to include video toll payment options and best practices for back office operations.
Camino Real Regional Mobility Authority
Served as a member of the team that drafted procurement documents, reviewed proposals, oversaw toll system design, implementation and testing of a new $2,900,000 managed lane all electronic toll collection system. Currently assisting with contractor oversight and preparation for the next tolling projects. Bill Brownsberger

Bill partnered with Ron Fagan to become part of Fagan Consulting. Bill brings with him 21 years' experience providing consulting and implementation services for ETC projects as a PM and consultant on procurement, design, implementation, commissioning, operations, warranty, auditing, and maintenance of ETC systems. Bill works with tolling agencies on all aspects of ETC Systems, including roadside and back office systems development and testing, change order scope/management and contract negotiations. Bill's experience includes project management, hardware/software/network engineering, including AET and High Occupancy Toll projects, back office systems requirements development, process improvement, and technical supervision. Bill has worked with Public/Private Partnerships, new system implementations, existing system enhancements, regional, statewide, and national operational and systems interoperability projects.
Bill was a board member of OmniAir Certification Services and was deeply involved in that organization's certification programs for both 6C and IAG RFID products. He is also engaged in IBTTA's National Interoperability effort as an active member of both the Roadside and Back Office subcommittees. Bill provides technical support for the 6C Toll Operator's Coalition and was one of the primary developers of the current 6C tag programming standard used in tolling.

Steve Doolin
PARTNER
Steve partnered with Ron Fagan and Bill Brownsberger to complete the Fagan Consulting leadership team. Steve is a Senior Transportation Systems Consultant having over 25 years’ experience in the systems and technology sector, which includes 13 years’ experience providing consulting services for Electronic Toll Collection projects, including design, development, testing, and operations and maintenance oversight, procurement oversight and RFP development, and systems auditing. Steve works with tolling agencies to provide design, testing, and implementation oversight for complete ETC System deployments, including both roadside (AVI, AVC, VES, DVAS) and back office (CSC, VPS) systems scope and requirements management along with Systems Integrator oversight.
Steve is a subject matter expert on Systems Testing. Steve’s experience includes hardware and software system specification and testing, including AET, HOT, Managed Lane, and Reversible and Mixed Lane projects. Steve has been involved with existing toll facility projects in efforts to upgrade and implement enhancements and understands how best to position and manage new systems and enhancements and to ensure that rigorous testing practices are documented and followed.

Involved in all aspects of SRTA’s I-85 HOT Lane ETCS. Managed agency wide Business Rules, including relevant migration to 2 new managed lanes facilities (including Reversible ETL). Technical Design lead for the ETCS implemented on SRTA’s I-75S and NWC reversible managed lane facilities. Lead technical resource for the design and implementation of SRTA’s Standard Transaction Interface which moves all roadside transactions from SRTA’s facilities to SRTA’s BOS.

History and Growth
Ron formed Fagan Consulting as a Limited Liability Company in October 2010. Ron Fagan was the single-member and President. In that first year, Fagan Consulting provided consulting services in electronic toll collection operations for numerous clients, including the Central Texas Regional Mobility Authority (RMA), North East Texas RMA, Harris County Toll Road Authority, Washington State DOT, and the State Road and Tollway Authority.
In 2014 Fagan Consulting added general systems consultant resources when Bill Brownsberger joined the company as a partner. Immediately Fagan Consulting began adding highly qualified Transportation System Consultants and now has a strong team of over twenty transportation systems consultants.
Looking toward the future, we anticipate continued growth over the years - to a point. Fagan will always be a boutique firm independently focused on clients. Our primary concentration will continue to be both in Toll Systems and Operations Consulting. Fagan Consulting is a registered Disadvantaged Business Enterprise (DBE) or Minority Business Enterprise (MBE) in California, Florida, Georgia, Illinois, Maryland, New Jersey, New York, Ohio, Oregon, Texas, Virginia.

- Fagan Consulting partners with the 100 Black Men of Atlanta. This organization provides mentoring and educational opportunities for African American youth in the Atlanta, Georgia area.
- Our company supports Operation Valor, an organization dedicated to supporting veterans. Operation Valor helps raise awareness of veterans' issues, including Post Traumatic Stress Disorder (PTSD) and Traumatic Brain Injury (TBI). Operation Valor honors and pays tribute to our nation’s veterans, especially those lost in the line of duty.
- Fagan contributes to three food banks: The Central Texas Food Bank (the largest hunger-relief charity in Central Texas), the Freestore Foodbank (located in Ohio), and the Dare to Care Food Bank (located in Kentucky). These organizations partner with local food pantries, shelters, and kitchens to get food to people in need.
- Our team supports the International Bridge, Tunnel, and Turnpike Association’s (IBTTA) Historically Black Colleges and Universities (HBCU) Scholarship. This scholarship helps HBCU students pursue academic degrees that can lead to rewarding careers in the transportation industry.
- Fagan gives yearly to Donors Choose, an organization designed to provide teachers and classrooms with the tools they need to educate students in various communities. Fagan-supported projects with this organization include Ms. O'Neill's new classroom library project "High-Interest Reads," and Mrs. Barrow's art and math project "Comic Strips with Math Terms."
- Fagan Consulting partners with Bearings Bike Shop, an Atlanta community-focused shop where kids work to earn bikes, cycle parts, and the supplies to maintain them. This organization invites kids to earn a bike of their own while developing the skills necessary to transition into adulthood and the workforce successfully.
- The Fagan team is an annual sponsor for the Team Luke Hope for Minds organization’s golf tournament. Team Luke Hope for Minds provides services and resources to families of children suffering from traumatic brain injuries in the Austin, Texas area.
- We contribute to the Grief and Loss Center of North Texas, an organization that provides free grief support and grief education for grieving children, teens, and adults. Through education and support groups, individual consultations, children’s day camps, services of remembrance, seminars, and workshops, the center provides a host of services in an effort to offer hope to those who are grieving.
- Fagan supports the Orlando Minority Youth Golf Association, which is specifically crafted to introduce young individuals from minority backgrounds, aged 6 to 18, to the world of golf while imparting essential life skills. Through teaching the intricacies of golf, these youths from inner-city and urban areas not only grasp the game but also learn the pivotal virtue of discipline, a quality that profoundly influences various aspects of their lives.
- We support The Step Up Foundation, an organization with a mission to change the narrative concerning the number of veteran suicides by dramatically expanding awareness regarding the effects of blast wave injury, traumatic brain injuries, and post-traumatic stress. Through physical challenges and speaking engagements, The Step Up Foundation raises funds to increase support of programs dedicated to the research and treatment of these injuries while honoring the sacrifice made by our veterans.

Jeff Saurenmann, PMP
Senior Transportation Systems Consultant
Jeff has been a tolling systems consultant and project manager for 13 years, including one year working for a toll system integrator. Jeff’s toll industry experience includes project management, business analysis, procurements, system testing, data analysis, operations support, and contract management. Jeff earned his BBA with a major in Management Information Systems from the University of Texas at Austin and is a certified Project Management Professional (PMP).
Amy Bishop
Senior Transportation Systems Consultant
Amy has over 14 years of experience in the tolling industry with the past six as a business analyst/system consultant for Fagan. She specializes in assisting agencies with business rules development and management, system requirements, documentation, full project testing, and integrator oversight. Amy has worked on multiple successful roadside and back office tolling system implementations. Prior to Fagan, Amy was with a toll system integrator as a back office business analyst for over eight years, working closely with the development and QA staff.
Jeff Franklin

Jeff Franklin has been a toll systems consultant for six years, assisting agencies with new implementations, conversions, and troubleshooting existing systems. Jeff’s focus historically has been on business and system rules design, business and system requirements documentation, data repository design, software testing, system migration, and operations implementations. Prior to consulting, Jeff was with a system integrator developing and managing tolling back office systems.
Michael Wingfield

Michael has worked in Information Technology and data processing for over 25 years, with the last eight years in the tolling industry, in system integration and consulting. Michael focuses on system audits and contributes to Request for Proposal (RFP) and process document creation. Prior to tolling, Michael worked in system integration for public and private water and oil/gas industries. His responsibilities included designing and delivering Supervisory Control and Data Acquisition (SCADA) systems, developing Human/Machine Interfaces (HMI).
Bob Redding

Bob has been designing, implementing, testing, and operating toll collection systems for over 35 years. He spent almost ten years working for a toll system integrator, ten years heading up tolling for the largest toll system operator in the United States, seven years with his own toll system consulting firm, and the last four years at Fagan Consulting. Currently, he is working on projects in various stages of completion, from developing requirements, writing procurement documents, overseeing implementation, and rigorous testing of newly commissioned systems.

Mike has been designing, installing, and maintaining roadside tolling solutions for 28 years and has been responsible for installing and maintaining hundreds of lanes. Mike uses his years of hands-on system engineering and maintenance experience to help tolling agencies procure and operate systems with a strong focus on accuracy, availability, and maintainability. In addition, Mike focuses on system testing and auditing and identifying and enabling transaction and image processing operational efficiencies.

Prior to consulting, Geoff was responsible for the design, rollout, and ongoing back office system operations for a $1.6 billion P3 Concessionaire.

Christopher is a PM presently co-managing a back office system implementation. Jason has worked in the tolling industry for almost 21 years, contributed to several successful new toll road implementations, designed an entire back office system, and managed a software development department. Jason currently is focused on software procurements and roadside implementations and using his expertise to provide efficiencies to toll agencies. Prior to consulting, Jason was a software development manager with the world’s largest private toll road operator.

Angie has more than 11 years of experience in the tolling industry, providing system design, reporting, and data migration support, as well as operational management for multiple back office toll collection systems. She is currently facilitating data migration efforts for transitioning back-office systems and supporting system design for new implementations. Prior to consulting, Angie served as Systems Manager and Data Services Manager with a systems integrator on several roadside and back office tolling systems.
Morgan Jacobus

Morgan joined Fagan Consulting as Transportation Systems Consultant in 2019 and is a newcomer to the tolling industry. Morgan brings over four years of experience in data analytics and systems operations. Morgan now works with tolling agencies to re-engineer audit and testing processes to monitor roadway and back office systems and manage their system procurement processes. In addition, Morgan leverages his knowledge in analytics and programming to quickly connect stakeholders with insights they need to make informed decisions.
David Cox

David joined the tolling industry in 2019 immediately after finishing his undergraduate degree in economics at the University of Southern California. David brings experience in data-driven statistical analysis and a passion for data science to the Fagan Consulting team. He currently focuses this skill set in vendor management, tolling operations support, and interoperability, helping his customers gain an intimate understanding of their roadside systems' performance while providing data-driven initiatives to help increase performance and revenue.
Chris Tull
Transportation Systems Consultant
Chris has over 20 years of tolling industry experience, managing technical and end-user documentation deliverables for both roadside and back office solutions. His experience includes overseeing the creation and delivery of detailed design documentation, test plans and procedures, user and training deliverables, and as-built documentation. Chris has also written and published several technical books, covering topics such as wireless technologies, Crystal Reports development, and web design using Adobe products.
Rajshree Gore, PMP

Raj has been working in the Tolling industry for over 16 years as a toll system integrator designing and installing successful roadside and back-office solutions for multiple agencies. Raj currently focuses on roadside and back-office procurements as a tolling system consultant to help agencies integrate new technologies to improve their customer experiences. Prior to the toll industry, Raj has worked for the telecommunication industry as Senior Oracle Developer. Megan has over ten years of experience in the tolling industry, assisting agencies with a unique combination of skills that include working as a general counsel for the Kentucky Transportation Cabinet. Megan's tolling experience includes providing a leading role in the Ohio River Bridges Project from its inception and providing leadership for Kentucky in implementing and overseeing the RiverLink toll system. Megan's experience includes project lifecycle, including procurement, contract negotiations, operations, and maintenance. Megan is a certified Project Management Professional (PMP), and her law background informs her work.
Ryan Raya, PMP
Transportation Systems Consultant
Ryan joined Fagan Consulting in 2022 as an experienced toll systems and operations program manager with a wealth of management experience outside of tolling. Ryan provided oversight of projects, including Back Office System implementations and Intelligent Roadside Systems at the SH130, LBJ, and NTE toll roads, the key of which was the integration of HOV Mobile applications into the BOS. Ryan understands how to work with tolling agencies on all aspects of ETC Systems, including procurement, design, development, testing, change order scope/management, and contract negotiations.
